Why two independent sources are the floor, not the ceiling

Corroboration catches the errors single-source reporting cannot, and the second source only counts if it is genuinely independent of the first.

Authorship warning

One or more sources supporting this report could not be confirmed as the work of a credited author or an identifiable official body. The signals behind that assessment are listed with each source citation below.

A single source can be wrong in ways that no amount of careful reading will reveal. The publisher may have misread a filing, reported a bill as enacted when it stalled in committee, or repeated a trade association's summary of a rule it never read.

Requiring two sources helps only if the second is independent. Two outlets reprinting the same wire copy, or two articles that both trace back to one press release, are one source wearing two mastheads. Our checks record the publishing organisation behind each citation so a reviewer can see whether independence is real.

Corroboration is also a floor, not a target. Where sources conflict, the report says so and classifies the change conservatively, because a reader who acts on our classification bears the consequence of our confidence.

Source citation cards

Authorship is reported as a signal for editorial review. Automated checks cannot prove who wrote a document, so every card records what was found and what remains uncertain.
