Minnesota's cannabis event organizer license becomes annual and renewable on Jan. 1, 2027

The Office of Cannabis Management says organizers will no longer need a new temporary license for every event, though each event will still need its own approval.

Minnesota's cannabis event organizer license will change from a temporary approval to an annual, renewable license on Jan. 1, 2027, the state Office of Cannabis Management (OCM) said in an Oct. 14 newsletter. The Marijuana Herald reported the change on Oct. 16.

Under the current system, organizers apply for a separate temporary license for each event. According to OCM, annual licensure will let organizers plan recurring events without starting a brand-new license application, including a background check, each time. Instead, they will apply for specific approval for each event on a case-by-case basis. OCM said additional details on the application process will be shared as January 2027 approaches.

OCM's guide to licensed cannabis events says the Legislature passed the changes during the 2026 legislative session. Under current law, the guide says, cannabis events require local approval, are limited to people 21 and older, may not include the sale or consumption of alcohol or tobacco, and may not run longer than four consecutive days. Applications are accepted and reviewed on a rolling basis.

The office described the event organizer license as one of the few cannabis business licenses currently open to individuals seeking ownership opportunities in Minnesota's industry. It said the annual license is meant to support consistent, community-focused programming and give equity-focused businesses more frequent chances to take part in markets, demonstrations and consumer education events.
