Starting November 12, 2026, Missouri will enforce the Intoxicating Cannabinoid Control Act, known as HB 2641. This legislation significantly alters the state's hemp retail landscape by banning synthetic cannabinoids, including delta-8 and delta-10 THC.

Under the new rules, non-dispensary hemp products will be limited to a cap of 0.4 mg of total THC per container. Products exceeding this threshold will be reclassified as marijuana and restricted exclusively to state-licensed dispensaries.

This change affects all hemp retailers and manufacturers currently operating in Missouri. Businesses must prepare to adjust their product inventories to comply with the new potency limits and prohibited substance lists before the effective date.

Retailers are advised to review their current stock against the new definitions provided in the statute. Failure to comply with these updated regulations could result in enforcement actions by state authorities.
