Evergreen law guide

Arkansas licenses medical cannabis cultivation, processing and dispensaries, with patient cards issued by the state health authority. Adult-use retail is not authorised. Hemp cultivation and processing are governed by the state agriculture department under a federally approved plan, including pre-harvest sampling and post-test disposal requirements.

Because the medical programme is capped by licence numbers and geographic distribution rules, the state treats unlicensed sale as a licensing violation as well as a criminal exposure.

Business impact

Investors should note that licence scarcity, not consumer demand, tends to set the value of a medical operation here. Hemp processors need documented test results for every lot that moves into retail.
