Evergreen law guide

Arizona licenses adult-use and medical cannabis through one department, and a dual licence allows a single premises to serve both patient and general-adult markets. Possession limits differ between the two tracks, which is the most common source of enforcement action against consumers. Hemp is regulated by the state agriculture department under an approved plan with THC testing and lot documentation.

The state treats hemp-derived intoxicating products as a live question and applies its cannabis rules to products it decides are intended for intoxication rather than agricultural use.

Business impact

Dual-licence holders carry two sets of record-keeping duties, and a mislabelled product can trigger action under both. Hemp brands should keep clear formulation and marketing records showing the product is not presented as an intoxicant.
