Evergreen law guide

California licenses adult-use and medical cannabis through a state bureau, with additional local permits required in most cities and counties. The state's hemp programme sits with the agriculture department, and recent state law moved intoxicating hemp-derived products into the licensed cannabis track, so a seller that stays outside that system faces civil penalties. Federal enforcement attention on imports of hemp-derived intoxicating products has been concentrated at the state's major ports.

Cannabis remains unlawful under federal law, which means a state-compliant operator can still face federal exposure, banking limits and tax treatment that does not follow state law.

Business impact

Retailers selling hemp-derived intoxicating products should confirm they are operating under the cannabis licence rather than the agricultural one. Importers should expect shipment examination at the ports and keep full chain-of-custody documentation.
