Evergreen law guide

Colorado licenses adult-use and medical cannabis, and has progressively tightened its treatment of hemp-derived intoxicating cannabinoids, requiring products above a set THC equivalency to move through the cannabis supply chain. Hemp cultivation remains an agricultural activity under a state plan with testing and documentation duties.

The state publishes detailed testing and contaminant rules, and licence holders are expected to meet them on every batch rather than on a sample basis.

Business impact

Processors converting hemp-derived cannabinoids into finished goods face the sharpest compliance burden in the country, including equivalency calculations and licence-scope checks before a product can be sold as hemp.
