On October 22, 2026, federal prosecutors announced an eight-count indictment against Virginia State Senator L. Louise Lucas and six associates. The charges follow a long-term investigation into two retail outlets, The Cannabis Outlet and The CBD Shoppe, which authorities allege were used as fronts for an illegal recreational marijuana enterprise.

Federal agents previously raided these locations on May 6, 2026, under federal search warrants. During those operations, authorities reportedly discovered firearms and illegal marijuana. Prosecutors allege that the businesses, which operated under the umbrella of VA Freedom Life, distributed at least 100 kilograms of marijuana.

The indictment includes charges related to drug distribution and money laundering. Senator Lucas and the other defendants face these federal allegations as the state of Virginia continues to navigate its own transition toward a legal retail cannabis market, which is not slated to open until 2027.
