On October 22, 2026, federal prosecutors announced an eight-count indictment against Virginia State Senator L. Louise Lucas and six other individuals. The charges follow a May 6, 2026, FBI raid on two retail outlets, The Cannabis Outlet and The CBD Shoppe, where authorities reportedly discovered firearms and illegal marijuana.

Prosecutors allege that the businesses, which were owned or led by Lucas, operated as fronts for the illegal sale of recreational marijuana while posing as legitimate hemp and CBD shops. While Virginia has legalized personal possession and medical cannabis, the state's retail market is not scheduled to open until 2027.

Senator Lucas and the other defendants have denied the allegations. The businesses remain closed while the federal investigation continues.
