Evergreen law guide

Michigan licenses adult-use and medical cannabis through a state agency, with municipalities choosing whether to allow each licence type. Home cultivation is permitted within limits. Hemp is licensed through the state agriculture department with sampling and testing requirements.

Because municipal opt-in is granular, the same licence class can be available in one township and unavailable in the next.

Business impact

Retail siting depends on mapping municipal decisions rather than on state licence availability. Hemp processors should maintain lot-level test records for products crossing into retail.
